Apparently, since the 1709 build of Windows 10 OneDrive will only create offline copies of all files if you right click the folder or library and choose Always keep on this device otherwise only metadata is initially copied down. Usually, a local copy is the only one that is created when the file is opened. He said that his issue occurs to be with the sapisrv.exe service as it shows up to be opening every file.
