That is the reason why it syncs all the contents that have been uploaded or backed up in it. He added that there is no way to sync selective files and folders from OneDrive so he suggested to allow it sync all the documents for once and after that, it would only sync the changes made with those documents and not bother with the constant notifications.
The OP thought that Arif was mistaken. Apparently, since the 1709 build of Windows 10 OneDrive will only create offline copies of all files if you right click the folder or library and choose Always keep on this device otherwise only metadata is initially copied down. Usually, a local copy is the only one that is created when the file is opened. He said that his issue occurs to be with the sapisrv.exe service as it shows up to be opening every file. Basically, he wanted to control the behavior of this speech recognition service.
Arif seemed to be understanding with the case and he asked to disable the sapisrv.exe service from the Task Manager.
Mark, by using another account called Silentmonkey, said that the sapisrv.exe program was terminated and the downloading was stopped when he closed the Speech Recognition program. When he restarted the program, the exe re-run but there was a delay of about 1 to 2 minutes before the process of downloading started again. It only happened to be downloading office documents from SharePoint Libraries that he had selected to sync and not a Personal or OneDrive for business.
He also noticed the process leaks handles. The handle count kept increasing by about 1 to 5 per second. It could cause the performance and instability issue in Windows 10 if left running.
