If the Xbox Live Core Services are down, the error is beyond your control. For this case, the only action is to wait for Microsoft to solve the error.
Method 2: Setting your console as “Home” from License-Holding account
Most of the time, this error occurs if you are not the owner of the gaming license. It means that a different account which is signed into your console holds the right to the gaming license. If this case is applicable and you are trying to do game sharing, the only method that will allow you to play the game from a different account is to set your Xbox as the Home Xbox from the license-holding account.

Method 3: Relogging your Account

Method 4: Power Cycling console and restarting the router
