Keep in mind that only one ordinance is allowed to active at a time, meaning it will be needed for you to choose the best for your play style.

Ordinances have to be unlocked. If you want to unlock them, the first thing that you should do is to upgrade your island enough to unlock Resident Services to make Isabelle appears on your island. besides, you will also need to get a three star town rating. After getting it, K.K. Slider will come to the island and perform. The next day after K.K. Slider performs, the day will be started by Isabelle by allowing you to know that ordinances have been unlocked. If you want to set an ordinance, please choose the options between reviewing island features and discussing ordinances when talking to Isabelle in the Resident Services building. If it is your first time setting up an ordinance, you will need to spend 20,000 Bells. After paying, you will be walked through the process of choosing and enacting an ordinance.
