If you want to unlock Water Egg Outfit, you need 3x Water Egg. As explained on the Nookipedia site, the Water Egg Outfit is a dress-up item which was introduced in the 1.1.0 First Update and this item is able to be obtained from crafting which requires 3x Water Egg. You can get Water Eggs by fishing for them. During Bunny Day, you are able to get the recipe and you can get the recipe by gathering enough Water Eggs.
On that site, it is also explained that there is no villager who wears this item as their default outfit.

The Things to Do in the Bunny Day Event
As explained on the Animal Crossing World site, when this event starts in the game, the first thing that the players have to do is to find Zipper T. Bunny who is wandering around the island and waiting for them. He will make an appearance for one day starting one week prior to Easter on April 10th, 2022 before he disappears to go back on Easter Day on April 17th, 2022.
Here are the main activities in the Bunny Day event 2022 as explained on the Animal Crossing World site.

- The players are required to speak to Zipper T. Bunny on their island. So, they can unlock the Bunny Day Bed DIY crafting recipe.
- The players are required to buy Bunny Day items at Nook’s Cranny in the seasonal slot.
- The players are required to find Bunny Day Eggs which are hidden around their island in balloons, trees, rocks, water, or buried in the ground.
- The players are required to unlock Bunny Day DIY crafting recipes where it can be done by shooting down balloons, finding egg bottles, speaking to villagers and collecting eggs.
- The players are required to craft Bunny Day items at a DIY Workbench using unlocked recipes and collected eggs.
- On Easter Day where it will happen on April 17th, 2022, the players have to speak to Zipper T. Bunny. So, they can unlock four additional Bunny Day items.
