After you get the star fragments, you have to wait for Celeste to come as explained on the iMore site. However, according to the Polygon site, Celeste will come up after 7 pm on your island where the shooting stars event is happening. When you see her, you have to talk to her and then she will give you one of a series of special DIY recipes that you can get only from this owl. The recipes include a variety of wands and also furnishings based on astrology and space.
You are able to go to your friends’ island to talk to Celeste for getting a recipe. However, it is important for you to know that you are only able to get one recipe a day. It means that if you and your friend have Celeste in your town, you are only able to get one recipe that day from her, even if you talk to her on different islands.
