In an article which was written by Rebecca Jones on the Rock Paper Shotgun site, it is mentioned that her favorites are Get Together, Seasons, City Living, Island Living and Cats & Dogs. So, according to her, these are the best expansion packs.
On the website of Digital Spy, there is an article which lists the best of Sim 4 expansion packs and it is ranked. According to that site, the best three Sim 4 expansion packs are The Sims 4: Seasons, The Sims 4: Snowy Escape, and The Sims 4: Cats & Dogs.

- The Sims 4: Seasons
It seems that this expansion is the only expansion which is a must-have for The Sims 4 players. It is because in this expansion, it dramatically enhances the core of the game and it will make you think that you cannot imagine playing without it. For the Sims 4, the calendar feature is a game-changer because the addition of the four seasons, with temperatures, weather and seasonal events, can bring a greater sense of time progression and realism to the experience. The outfits for hot and cold weather are important for Sims to handle the heatwaves and sub-zero temperatures. Meanwhile, families and friends are able to gather to make celebrations in annual holidays together. It is good to see Maxis exploring new ideas and themes and for the most part Eco Lifestyle is a success. In the gameplay, you have to consider your neighbourhood’s Eco Footprint and it is a fresh twist. Also, Evergreen Harbor is a great world. The best thing in this pack is how the main features such as the Neighborhood Action Plans come together to make your neighbourhood feel connected.
So, what about the 10 rank and 11 rank of this list? In the 10 rank, there is The Sims 4: Get Famous and in the rank 4, there is the Sim 4: Get to Work. Once again, each player has their own preference about the best expansion of Sims 4.
